Kevin#95. Try unplugging the throttle position sensor connector near the throttle body and spray contact cleaner or wd40 onto both parts of the connector. A dirty contact can cause this type of problem. The connector can get dirty because it is near the engine. Do not spray wd40 into the throttle body itself. 2006 - Message Center Cluster - RESET (only) Message Center button. With the vehicle in park, turn the key to the run position key on/engine off (KOEO). Release the button (s): 2002-2005 - Base Clusters will display "tESt". 2002-2005 - Message Center Clusters will display "TEST".
Pull the cluster forward and then disconnect the electrical connectors. Once the cluster is out you can see the two bulbs in the top. When the cluster is out make sure that the printed circuit is OK where the bulbs fit in as it's not uncommon for the bulb holders to damage it causing the lights not to work.

Firstly, I'm not certain whether or not Ford were still using lead-free solder when they built your IC, but this is a common source of electrical problems with ICs built up to at least around 2011 (it ends up cracking resulting in poor connections), a problem well known to some of us on this forum.
